Legacy Higher Ed is a consulting firm dedicated to helping Christian institutions of higher education thrive, particularly in the area of new student enrollment.  We are committed to carrying forth the immeasurable impact that Tim Fuller made on the Christian college landscape for decades, culminating in his efforts since 2020 through his former company Fuller Higher Ed Solutions.

Legacy Higher Ed’s President and founder, Dave Burke, served as Vice President of Fuller Higher Ed Solutions from January 2022 through December 2023, partnering with Tim Fuller on these important efforts before carrying on the work of the firm for the season following Tim’s untimely passing.

President Dave Burke
Dave Burke has been a higher education enrollment professional for 28 years, beginning his journey in admissions at his alma mater Azusa Pacific University in 1996. He spent almost twenty years on staff at APU, the final twelve as Director and then Senior Director of Undergraduate Admissions.

Dave joined Credo’s Enrollment Solutions team as a consultant in 2015 and spent five years there before joining Tim Fuller at Fuller Higher Ed Solutions, first as a Senior Affiliate and then Vice President in January 2022. 
Following the closure of FHES in December 2023, Dave launched his own enrollment consulting company, Legacy Higher Ed, aimed at continuing the important work he and Tim partnered in to serve Christian institutions of all shapes and sizes. 
Dave has led numerous assessment teams, facilitated admissions team trainings, coached enrollment leaders and presented enrollment research all over the United States and is a frequent presenter at enrollment conferences, in addition to serving as the current Research Lead for NACCAP. 
He lives with his wife and three children just outside Denver, CO.
